Can ATO still be exported?

Antimony trioxide, abbreviated as ATO or antimony oxide, has the molecular formula Sb2O3 and is a key component of halogen flame retardant formulations. Bromine-antimony flame retardant masterbatches utilize a significant amount of ATO, with a price in the overseas market approaching 400,000 yuan per ton. Consequently, exports of the ATO substitute LX-C2110 have been increasing annually in recent years. However, with the implementation of export controls on antimony by relevant authorities, the export of antimony ore and raw materials, metallic antimony and its products, antimony oxides, trimethylantimony, antimony trihydride, and pure indium antimonide has been restricted. Can ATO still be exported? We will explain this from two perspectives.

 

1, we can clearly state that ATO powder, which contains over 99% fixed antimony, cannot be directly exported in the short term. However, it may be possible for some exempted companies or countries and regions to export it after applying with relevant authorities. Generally speaking, most international customers are no longer able to purchase high-purity antimony trioxide.

 

2, flame retardant ATO is not exported directly as 99% raw powder. Instead, it is mixed with bromine and chlorine flame retardants and carriers to produce brominated antimony flame retardants or flame retardant masterbatches. The antimony content in these flame retardant masterbatches varies significantly depending on the formulation. Current experience suggests that flame retardant mixtures with an antimony trioxide content below 50% are not subject to significant export restrictions and are generally still exportable. High-efficiency brominated antimony flame retardant masterbatches, in particular, can still be exported smoothly. However, flame retardants with an ATO content exceeding 60% still require approval from relevant authorities.

 

In the long term, regulatory oversight of strategic resources such as antimony is likely to continue. The past practice of unregulated, low-value-added, and unrestricted large-scale exports, a common practice to protect the sustainability of my country's strategic resources, is unlikely to continue. We urge international customers to be prepared when using brominated flame retardants. Developing a highly effective and affordable ATO alternative has shown significant market potential in recent years.
